9 Franklin Strip of 3 VF, Right most stamp with a pressed out crease. This is an example of 3 #9's being usedto pay the regular mail rate.
#9 is type IV characterized by incomplete bottom ornaments and re-cut lines in the top and bottom frame lined. #9 was used to pay the rate on circulars (advertising) and local mail within the same city or as 3 1c stamps to pay the 3c rate on mail shipped less than 3,000 miles. There are no listed shade varieties but a large number of listed plate flaws. Some cancel types command large premiums.
